It covers PCS relocation management, home sale programs, entitlement counseling, expense management, and destination services — all in compliance with the Federal Travel Regulation (FTR). Federal employee PCS (Permanent Change of Station) entitlements under FTR Title 41 CFR Part 302 typically include transportation of the employee and immediate family, en-route subsistence expenses, shipment and temporary storage of household goods (up to 18,000 lbs), Temporary Quarters Subsistence Expense (TQSE), a Miscellaneous Expense Allowance (MEA), and home sale and purchase assistance. Specific entitlements vary by move type — new appointee vs. transferred employee — and whether the relocation is CONUS or OCONUS. A Buyer Value Option (BVO) program allows the relocation management company to purchase the employee's home at the price negotiated with an outside buyer, then resell it — which avoids capital gains tax implications for the employee under IRS Revenue Ruling 2005-74. A managed home sale program sets the offer price based on independent appraisals, regardless of outside buyer activity. CapRelo offers both BVO and managed home sale options under GSA SIN 531, with and without mortgage payoff, depending on agency authorization.
